About the Role HSE Manager Saudi Arabia
An exceptional opportunity has arisen for an experienced HSE Manager to lead the health, safety, and environmental strategy for a high-profile Stadium Construction Project in Saudi Arabia.
In this role, you will hold overall responsibility for driving project-wide HSE implementation across Civil, MEP, Electrical, Structural, Architectural, and Specialist Works. You will lead a large multidisciplinary HSE team, coordinate directly with the Client and PMC, and ensure full compliance through testing, commissioning, and final stadium operational handover.
Key Responsibilities for the HSE Manager Stadiums

HSE Strategy and Compliance: Lead project HSE strategy and ensure total compliance with Saudi Arabian regulations, Client and PMC requirements, and international safety standards.

HSE Planning and Risk Management: Develop and implement project-specific HSE plans, site procedures, risk assessments, and emergency response strategies.

High-Risk Operations Oversight: Maintain rigorous operational control over critical site activities including lifting, working at height, excavation, confined spaces, temporary works, electrical works, and commissioning or energization.

Audits, Inspections, and Investigations: Lead comprehensive site inspections, safety audits, root-cause incident investigations, and the execution of corrective actions.

Performance Tracking and Reporting: Monitor, manage, and continuously improve project HSE KPIs, leading and lagging indicators, and overall compliance metrics.

Stakeholder and Authorities Interface: Act as the primary HSE liaison coordinating between the Client, PMC, Design Consultants, Local Authorities, and Subcontractors.

Emergency Preparedness: Direct emergency response preparedness, lead crisis-management planning, and conduct regular emergency drills.

Training and Workforce Engagement: Drive behavioral safety campaigns, toolbox talks, workforce engagement programs, and continuous HSE training.

Commissioning and Handover: Ensure strict HSE readiness throughout the testing, commissioning, and operational handover phases of the stadium.

Team Leadership: Manage, mentor, and develop a large multidisciplinary site HSE team.
Mandatory Criteria and Requirements

Education: Bachelor’s Degree in Engineering, Health & Safety, or an equivalent discipline.

Experience: 20+ years of total construction experience, including at least 5+ years in senior HSE management roles.

Project Profile: Demonstrable track record operating as an HSE Manager or HSE Director on major stadium, sports venue, or mega construction projects.

Contractor Background: Main Contractor experience is strongly preferred.

Sports Venue Standards: Direct experience on venues built to FIFA, World Cup, Olympic, UEFA, AFC, or other international sporting standards is highly preferred.

Technical Scope: Strong background overseeing large-scale general construction and complex MEP projects.

Regional Experience: GCC or Saudi Arabia operational experience is preferred.

Certifications: Professional qualifications such as NEBOSH, IOSH, ISO 45001, or equivalent certifications are preferred.
Salary and Benefits for the HSE Manager Stadiums KSA

Salary: 50,000 to 60,000 SAR per month Total Package (Tax-Free)
